Reset Settings to Default for the software. Its best to delete this icon from the desktop as well. To avoid opening your software with a Global profile verify the desktop shortcut is not say Global in the name. Global will only have tool palette options for Design. but, if you ddedit the dim text you can make use of mtexts stacking feature. If its set to the Global profile then this is why you're seeing a different interface and tool palette.
